There is reason to believe that the Chinese authorities

would be favourably disposed towards a renewal of

negotiations for even an Agreement and It

than a Customs Union which would probably prove extremely

difficult to bring about, would involve a serious breach

with the tradition and development of Hong Kong as a free

port and commercial centre, endangering the great economic

advantages of that status without assurance of adequate

return; and would almost certainly raise very difficult

questions of international law.
